North Carolina’s Statewide Automated Victim Assistance and Notification program is known as NC SAVAN and is publicly accessed through VINELink. It connects to North Carolina Adult Correction events and receives county-jail information. A Richmond County Jail event is available only to the extent the jail reports it to the system. A state-prison event comes from NCDAC. Agency reporting, spelling, transfers, and system delay can affect a result.
The service is free and anonymous, and official material says the person is not told that someone searched or registered. The public record can show a custody status, reporting agency, facility or location, identifiers, and a custody event. The exact fields depend on the participating source.
VINELink is not a single released-inmate archive for all Richmond County systems. It is not the BOP Inmate Locator, an ICE locator, a court docket, or a sentence calculator. A person who left Richmond County Jail for NCDAC may generate a county custody-change event while remaining confined in the state system.
The North Carolina Sex Offender Registry is also separate. It applies only to people with a legal registration duty and may show a public registration status, not the date or type of release. It should never replace SAVAN, the Sheriff booking record, or NCDAC history. Each source answers a narrower question.

- Open only the matched record and read its current status, facility or agency, and custody event.

For a county booking, a current Richmond portal result can rule in present detention, but a negative current result cannot prove release. For state custody, NCDAC OPI is the durable history. If several people share a name, pause before registration. Compare the booking or offender number, age, middle name, and reporting agency. Register Richmond County Release Notifications

A notice is tied to the participating source, so registration on a county-jail record should not be treated as an alert for every later NCDAC, federal, or immigration event.

- Select phone, email, or text when that method is available.
- Enter the destination and complete the on-screen verification.
- For telephone notices, create or enter the required PIN and save the confirmation.
- When the automated call arrives, listen to the message and enter the PIN to acknowledge it.
Official NC SAVAN policy says telephone calls repeat at intervals for 24 hours when the PIN is not entered. That cycle helps deliver and acknowledge a notice. Keep contact information current, and use the state phone line if web registration is not suitable.
Email and text registration use the verification offered in the live interface. Available contact methods and event types can change, so follow the choices shown for the matched record rather than assuming every channel is present. Registration can also be completed by phone, which is useful when web access fails.
A notice should prompt a record check, not speculation. For a Richmond County Jail event, ask whether the person returned to the community or transferred to another authority. For an NCDAC event, review movement history and any active supervision status. This extra step keeps “left one facility” separate from “free of custody.”
Richmond County’s Victim-Notification Layer
The Richmond County Sheriff’s Victim Services page routes readers to SAVAN resources, while the statewide system links county reporting with Adult Correction events. This local-to-state connection is useful when a person may move between the county jail and NCDAC. It does not merge the underlying records. The Sheriff remains the source for the Richmond booking event, and NCDAC remains the source for state sentence history.
NC SAVAN permits anonymous registration through web, app, or phone and uses the PIN acknowledgement for telephone alerts. The 24-hour repeat-call policy is easy to misread. It describes how unanswered or unacknowledged calls repeat; it is not Richmond County’s 24-hour release list and does not imply that the notification database is a one-day archive.
When an alert arrives, note the person, reporting agency, event wording, and timestamp. Acknowledge a telephone message. Then corroborate the event with the appropriate custodian, especially if transfer versus community release matters. That preserves VINELink’s strength as a prompt notice while relying on the agency record for lasting documentation.
Richmond County VINELink Limits
A missing result can reflect spelling, delay, transfer, nonparticipation, or system scope. It is not a release certificate. A release result ends the reporting custodian’s event, but another hold can begin at once. A county detainee transferred to Richmond Correctional Institution or another NCDAC facility remains in custody. A person released from prison to Community Supervision is physically outside prison but still active in the state system.
When facts point to federal imprisonment, use the BOP locator. A past BOP release date with no facility ends BOP custody only. When a Richmond record says transfer to ICE, use ICE’s locator and agency contact; no result alone is inconclusive. No official evidence established a Richmond County ICE detention contract or 287(g) program, so an individual detainer must not be generalized into a county program.
For a county event, ask Richmond County Jail for the admission and release timestamps, release disposition or authority, and receiving agency when public. Ask for the admission and release date and time, release authority, and receiving agency if a transfer is public. No local request fee or fixed turnaround was published. If material is withheld or redacted, ask the custodian to identify the legal basis rather than assuming the notification record contains the omitted detail.
